Rittenhouse Square Park. Dennis Payne is very interested in the homeless issue in Philadelphia. He is the founder of an organization called HAVOC. He wants HAVOC to go national. His interest in the homeless issues is the outgrowth of his upbringing he said “his mommy and daddy were some of the kindest people you would ever want to meet”. Also his experience with health issues as a child opened his eyes to the health care system in America. September 3, 2013.
